QUESTIONING DISCRIMINATION AND EXCLUSION: 'MRU' - THE
PERIPHERAL ETHNIC COMMUNITY IN CHTs

Abstract

Over the decades the issue of human rights of indigenous people worldwide has become a central point of discussion. These people have a distinct culture, tradition, values and norms through which they express identity. For Bangladesh the questions regarding indigenous peoples’ declination, marginalized categories, administration of justice and rights of entitlement has been poorly or inadequately addressed. Most often, they become the victims of injustice and a feeling of exclusion. So, today, we have come to address how are they discriminated, deprived and excluded from their basic as well as traditional rights. In this paper an attempt has been made to focus on the issues of discrimination and exclusion for the 'Mru' people of Bandarban district in Chittagong Hill Tracts (CHTs), the Southeastern hilly regions of Bangladesh. Here questions rise as how are they seem to be on the edge of extinction with different factors forcing to erase their traditions, values and norms and also how are discriminated and excluded from the larger society. Therefore, using anthropological intensive field work methods, we would try to incorporate recommendations for policy issues urging to bring them to a platform, avoiding imposition, and giving priority to their indigenous legal and moral issues to voice for justice from within the community.
